Case Aide

I.  POSITION INFORMATION:

Position Title:  Seasonal Part- Time Case Aide  Category: Non-exempt

Program:  Home Energy Assistance Program Hrs/Week: 21 hrs.

II.  GENERAL DESCRIPTION:

The HEAP Part Time Case Aide, reports to the Program Director and Coordinator and assures that Family and Children's Association observes all the responsibilities of an ?alternate certifier? as defined in the current HEAP Manual as published by NYS Office for Temporary and Disability Assistance (NYS OTDA).

III.  ESSENTIAL  DUTIES AND RESPONSIBILITIES:

  1. Process HEAP applications for the over-60 and disabled populations including:
    1. Review and process eligible applications
    2. Request and obtain missing documentation
    3. Interviewing clients by phone, as needed
    4. Entering case information into local databases
    5. Ability to demonstrate basic math skills
  2. Provide information and assistance to clients as needed to other energy programs, senior services, services for persons with disabilities, and general benefit and entitlement programs.
  3. Coordinate HEAP services with weatherization services
    1. Outreach to HEAP clients who have not received weatherization services
    2. Make referrals to the weatherization program
    3. Keep track of referral information in tracking databases
    4. Maintain records of audit schedules and weatherization completion in client files.
  4. Trouble-shoot cases with DSS HEAP, other agencies, vendors and/or county departments:
    1. Attend local energy forums to maintain contacts in industry
    2. Keep contact names of people who can be helpful in resolving issues.
    3. Advocate on behalf of clients with other parties.

V.  MINIMUM QUALIFICATIONS ? EDUCATION AND EXPERIENCE

In order to successfully perform the essential duties and responsibilities of this position, the requirements listed below (in Section V and VI) are representative of the knowledge, skills and training necessary.

Education: High School Diploma or educational equivalent

VI.  MINIMUM QUALIFICATIONS ? OTHER 

Driving:  Valid NYS Driver's License with a safe and responsible driving history.  A properly registered, insured, and maintained vehicle in accordance with NYS-DMV regulations to be used to regularly travel from worksite to worksite.

Computer Skills:  Good knowledge of Microsoft Office products:  Word, Excel, Outlook. Must be able to easily adapt and learn program and agency specific applications.

Math Skills:  Ability to perform basic arithmetic computations essential to primary job responsibilities.  Ability to identify errors in self and others' work.

Communication and Interpersonal Skills:  Ability to communicate ideas, information, and instructions clearly and effectively to a diverse audience.  Ability to effectively communicate in written and verbal form. 

Other:  Able to

maintain high level of confidentiality in accordance with all agency, state and

federal laws.
